Government Plans To Launch The SWAMIH-2 Fund Soon!

Good news for homebuyers, the government is planning to launch the SWAMIH-2 Fund to complete stalled housing projects. Imagine pouring your life’s savings into a new home, only to watch the building site gather dust for years. You’re still paying your monthly loan (EMI), plus rent for where you’re living now, it’s a double burden that’s heartbreaking for so many middle-class families in India.

That’s the tough reality for thousands stuck with stalled housing projects. But there’s hopeful news: the government is gearing up to launch the SWAMIH-2 Fund very soon, a special initiative to breathe life back into these unfinished homes.

What Exactly is the SWAMIH-2 Fund?

It’s a government-backed fund with around ₹15,000 crore to provide “last-mile funding”, that crucial final push to complete projects that are almost done but stuck due to money shortages. This is the follow-up to SWAMIH-1, which has already been a game-changer.

The first SWAMIH Fund (launched in 2019) has completed over 55,000 homes, handing keys to relieved families, with more on the way. SWAMIH-2 aims to finish another 1 lakh (100,000) homes, bringing joy to nearly that many middle-class families.

Why Do We Need This Fund?

India’s real estate has seen too many projects grind to a halt due to funding issues, mismanagement, or other hurdles. Middle-class buyers, who often stretch their budgets to own a home, end up in limbo: paying EMIs for a house they can’t live in, while renting elsewhere.

SWAMIH-2 steps in to target viable projects that just need that extra boost. It’s managed as an Alternative Investment Fund (AIF), likely by experts like SBICAP Ventures (who handled the first one successfully), ensuring the money is used wisely and transparently.

Key Features of the SWAMIH-2 Fund

  1. Total Corpus of ₹15,000 Crore: The SWAMIH-2 Fund comes with a massive ₹15,000 Crore corpus, allocated to clear the financial bottleneck of unfinished housing projects. This amount is expected to make a significant impact in reviving the construction sector and ensuring that homebuyers receive their long-awaited homes.

  2. Management by SBI Cap Ventures Limited: The SBI Cap Ventures Limited has been entrusted with managing and monitoring the SWAMIH-2 Fund. As a leading player in investment and financial management, SBI Cap Ventures ensures that the fund is used efficiently to complete stalled projects and provide a transparent process for homebuyers.

  3. Targeted at Middle-Class Homebuyers: The primary beneficiaries of this fund are middle-class homebuyers, who often invest their life savings into purchasing homes, only to see their dreams dashed by stalled projects. The fund is designed to alleviate their struggles and help them finally move into their new homes.

  4. AIF Structure: The SWAMIH-2 Fund operates under the category of an Alternative Investment Fund (AIF). This ensures that the fund’s activities are governed by clear guidelines and frameworks that enhance trust and transparency in the process.

  5. Focus on Last-Mile Funding: The SWAMIH-2 Fund is specifically designed to provide last-mile funding, which means that it will target those projects that are close to completion but require additional financial support to get across the finishing line.

  6. EMI Relief for Buyers: One of the key concerns for homebuyers stuck in stalled projects is the financial burden of paying EMIs for homes that are far from complete. The SWAMIH-2 Fund aims to ease this burden by ensuring that the projects get completed quickly, thus relieving buyers from paying instalments for homes they cannot occupy.

How Does the SWAMIH-2 Fund Work?

The fund works by identifying stalled projects that are either in the final stages or require a small financial push to complete. The Finance Ministry oversees the fund’s allocation and its execution. Projects that meet the necessary criteria are selected, and funding is provided to cover the final costs of completion. This ensures that the developers have the resources to finish the construction and hand over the homes to the homebuyers.

Budget 2025-26 and the SWAMIH-2 Fund

The launch of the SWAMIH-2 Fund was also highlighted in the Budget 2025-26, where an initial capital allocation of ₹1,500 crore was made to kickstart the funding process. This initial amount is expected to accelerate the completion of stalled projects and lay the foundation for future support from the SWAMIH-2 Fund.

The Role of SBI Cap Ventures in Managing the Fund

As the entity responsible for managing and monitoring the SWAMIH-2 Fund, SBI Cap Ventures Limited will play a crucial role in ensuring that the fund is utilised effectively. The company is tasked with identifying eligible projects, evaluating their financial needs, and ensuring that the allocated funds are used for completing the homes in question. This transparency and monitoring process will give homebuyers the confidence that the fund will reach the intended projects.

The SWAMIH-2 Fund is set to benefit thousands of homebuyers across India.
